They give projects social and environmental acceptability beyond their economic and technical feasibility.<\/p>\n\n\n\n\n<div class=\"wp-block-columns\">\n<div class=\"wp-block-column\" style=\"flex-basis:66.66%\">\n<h2 class=\"wp-block-heading\">What is an environmental assessment?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Environmental assessments identify and analyze the potential and actual impact of a project on its surroundings. They help identify, from the planning stage, any mitigation measures that will be required to limit, reduce or compensate for the project\u2019s impact and ensure that its benefits surpass its drawbacks.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Environmental assessments are essential to sustainable development. They guide governments in their decisions regarding major projects, and gives individuals, groups and organizations, as well as communities, the opportunity to have their views heard. When the time comes, the <a href=\"https:\/\/tramwaygatineauottawa.ca\/en\/public-participation\/sector-specific-consultations\/\">Sector-specific consultations <\/a>page will provide the details on how the public can take part. <\/p>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">One project, two processes<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Gatineau-Ottawa tram is subject to two levels of governance: provincial and federal. Given that the transit system will cross two provinces (Quebec and Ontario) in the National Capital Region, and will run on or alongside federal infrastructures and land, its planning will be subject to two environmental assessment processes. While these may be two distinct processes for jurisdictional reasons, their objectives are the same, and the data required from the field is practically identical for both.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><strong>For the portion of the circuit on the Quebec side<\/strong>, <\/strong>the Gatineau-Ottawa tram project is subject to the <em><a href=\"https:\/\/www.environnement.gouv.qc.ca\/evaluations\/procedure.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Proc\u00e9dure d\u2019\u00e9valuation et d\u2019examen des impacts sur l\u2019environnement (P\u00c9EIE)<\/a><\/em> of the minist\u00e8re de l\u2019Environnement et de la Lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"eee\"><strong><strong>For the part of the circuit on or alongside federal lands in Quebec or Ontario, including the Portage Bridge<\/strong>, <\/strong>an environmental analysis and determination under <a href=\"https:\/\/www.canada.ca\/en\/impact-assessment-agency\/services\/policy-guidance\/projects-federal-lands-outside-canada\/guidance-sections-81-to-91-impact-assessment-act.html\" target=\"_blank\" rel=\"noreferrer noopener\">sections 81-91 of the <em>Impact Assessment Act (IAA)<\/em><\/a> is required. The project is bound by the <a href=\"https:\/\/www.canada.ca\/en\/impact-assessment-agency\/services\/policy-guidance\/projects-federal-lands-outside-canada\/guidance-sections-81-to-91-impact-assessment-act.html\" target=\"_blank\" rel=\"noreferrer noopener\">Impact Assessment Agency of Canada<\/a> guidelines, as well as the <a href=\"https:\/\/ncc-ccn.gc.ca\/business\/federal-land-use-design-and-transaction-approvals\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Land Use, Design and Transactions Approval (FLUDTA)<\/a> process overseen by the National Capital Commission, subject to the satisfaction of all federal organizations. As part of this process, an Environmental Effects Analysis (EEA) is to be prepared and submitted to the NCC.<br><br>This assessment includes the following steps:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>a description of the project;<\/li>\n\n\n\n<li>a description of the environments:\n<ul class=\"wp-block-list\">\n<li>biological (e.g. wildlife and vegetation);<\/li>\n\n\n\n<li>physical (e.g. air quality and climate); and<\/li>\n\n\n\n<li>human (e.g. sound climate and landscape).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>an assessment of the impact on the physical, biological and human environments;<\/li>\n\n\n\n<li>a description of the mitigation measures and residual effects;<\/li>\n\n\n\n<li>recognition of the feedback received from the public and of any knowledge received from the communities during the public consultations;&nbsp;<\/li>\n\n\n\n<li>recognition of any Indigenous knowledge received and, if applicable, whether the obligation to consult has been met; and<\/li>\n\n\n\n<li>an assessment of the cumulative effects.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The stakeholders and their roles<\/h2>\n\n\n\n<div class=\"act-collapsible is-style-blue-btn\">\n<h4 class=\"wp-block-heading act-collapsible__heading has-secondary-color has-text-color\">Project office &#8211; Gatineau-Ottawa tram. This is the project initiator (for MELCCFP) or applicant (for the NCC).<\/h4>\n\n\n\n<div class=\"act-collapsible__content\"><div class=\"act-collapsible__content-inner\">\n<p class=\"wp-block-paragraph\">The project office ensures that deadlines are met and the quality of deliverables. It is responsible for obtaining the environmental approvals.<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"act-collapsible is-style-blue-btn\">\n<h4 class=\"wp-block-heading act-collapsible__heading has-secondary-color has-text-color\">Minist\u00e8re de l\u2019environnement et de la lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP)<\/h4>\n\n\n\n<div class=\"act-collapsible__content\"><div class=\"act-collapsible__content-inner\">\n<p class=\"wp-block-paragraph\">MELCCFP issues a project-specific directive to the initiator setting out the elements to be included in the impact study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MELCCFP consults with the interested departments and organizations to ensure that all pertinent issues are addressed. It then transmits the issues raised to the initiator so it can address them in its environmental impact study.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MELCCFP then checks to ensure that the environmental impact study is complete and in compliance with its directive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MELCCFP specialists, in collaboration with their counterparts in other interested departments and organizations, submit an environmental assessment report to the Minister.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Minister reviews the <a href=\"https:\/\/www.bape.gouv.qc.ca\/fr\/\" target=\"_blank\" rel=\"noreferrer noopener\">BAPE<\/a> and environmental assessment reports, and makes a recommendation to the Government, which then renders its decision by way of an Order.<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"act-collapsible is-style-blue-btn\">\n<h4 class=\"wp-block-heading act-collapsible__heading has-secondary-color has-text-color\">Minist\u00e8re des Transports et de la Mobilit\u00e9 durable (MTMD)<\/h4>\n\n\n\n<div class=\"act-collapsible__content\"><div class=\"act-collapsible__content-inner\">\n<p class=\"wp-block-paragraph\">As the government department with jurisdiction over transportation, Quebec\u2019s minist\u00e8re des Transports et de la Mobilit\u00e9 durable (MTMD) is called to provide opinions in connection with consultations run by the minist\u00e8re de l\u2019environnement et de la lutte contre les changements climatiques, de la Faune et des Parcs (MELCCFP)\u00a0as part of the government\u2019s environmental impact assessment and review procedure (<em><a href=\"https:\/\/www.environnement.gouv.qc.ca\/evaluations\/procedure.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Proc\u00e9dure d\u2019\u00e9valuation et d\u2019examen des impacts sur l\u2019environnement &#8211; P\u00c9EIE<\/a><\/em>).\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MTMD&nbsp;also takes part in the<a href=\"https:\/\/www.bape.gouv.qc.ca\/fr\/\" target=\"_blank\" rel=\"noreferrer noopener\"> BAPE<\/a> public hearings.&nbsp;<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"act-collapsible is-style-blue-btn\">\n<h4 class=\"wp-block-heading act-collapsible__heading has-secondary-color has-text-color\">Project partners<\/h4>\n\n\n\n<div class=\"act-collapsible__content\"><div class=\"act-collapsible__content-inner\">\n<p class=\"wp-block-paragraph\">These are the STO\u2019s public partners, who will be consulted and involved in carrying out the project, i.e. Minist\u00e8re du Transport et de la Mobilit\u00e9 durable (MTMD), the National Capital Commission (NCC), and the cities of Gatineau and Ottawa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For further information, please visit the <a href=\"https:\/\/tramwaygatineauottawa.ca\/en\/project\/partners-and-funding\/\">Partners and Funding<\/a> page.<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"act-collapsible is-style-blue-btn\">\n<h4 class=\"wp-block-heading act-collapsible__heading has-secondary-color has-text-color\">The public<\/h4>\n\n\n\n<div class=\"act-collapsible__content\"><div class=\"act-collapsible__content-inner\">\n<p class=\"wp-block-paragraph\">Individuals, groups, organizations, agencies and communities taking part in the consultation process, that raise issues to be addressed in the environmental impact study.<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"act-collapsible is-style-blue-btn\">\n<h4 class=\"wp-block-heading act-collapsible__heading has-secondary-color has-text-color\">Professional services<\/h4>\n\n\n\n<div class=\"act-collapsible__content\"><div class=\"act-collapsible__content-inner\">\n<p class=\"wp-block-paragraph\">These are the consultants who are in charge of carrying out the environmental impact studies and the pre-project phases.<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"act-collapsible is-style-blue-btn\">\n<h4 class=\"wp-block-heading act-collapsible__heading has-secondary-color has-text-color\">Bureau d\u2019audiences publiques sur l\u2019environnement (BAPE)<\/h4>\n\n\n\n<div class=\"act-collapsible__content\"><div class=\"act-collapsible__content-inner\">\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/tramwaygatineauottawa.ca\/en\/public-participation\/sector-specific-consultations\/\">BAPE<\/a> is an independent organization that informs, consults residents, investigates, and then advises the Minister responsible for the environment in order to inform the government\u2019s decisions.<\/p>\n<\/div><\/div>\n<\/div>\n\n\n\n<div class=\"act-collapsible is-style-blue-btn\">\n<h4 class=\"wp-block-heading act-collapsible__heading has-secondary-color has-text-color\">National Capital Commission (NCC)<\/h4>\n\n\n\n<div class=\"act-collapsible__content\"><div class=\"act-collapsible__content-inner\">\n<p class=\"wp-block-paragraph\">This is a federal Crown corporation that provides long-term planning for federal real properties. It is the principal caretaker of key national public places, and acts as a creative partner committed to excellence in planning and conservation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also responsible for planning interprovincial transportation and federal approvals for projects on federal land under federal jurisdiction.
